The ''responsible manager test'', in other words alcohol proficiency test must be completed all those who wish to act as a responsible manager or as a substitute at licenced premises.
It is possible, but the licensed premises serving alcoholic beverages cannot use a person who has not attained 18 years, unless he/she has obtained adequate vocational training (AlkoA § 27). Training is adequate only when the degree ''Hotraca'' (Hotel, restaurant, catering) has been carried out. Even if a person is not have at least 18 years, but he/she has a diploma in education, for example, the waitress, he/she can work independently in licensed premises and also be responsible for a given task manager.
You can gain an alcohol passport by participating in an alcohol proficiency test arranged by an educational institution of the food and catering industry. Alcohol proficiency test arrangements depend on the educational institution. This is why contents, like question types, number of questions and needed score to pass, can change.
The alcohol proficiency test consists of correct/incorrect statements or other question types. The alcohol proficiency test may be done in writing or on a computer, depending on the educational institution. An alcohol passport, in other words the qualification for acting as the responsible manager of licenced premises can also be gained through education in the food and catering industry or work experience. Education must be at least one year long and include at least a 6-month internship at licenced premises.
To gain a serving licence through work experience, one must take the alcohol proficiency test as well as work for at least 2 years at licenced premises operating under either an A or a B -licence. In order to work at licenced premises operating under a C -licence, taking the test is sufficient.
In an A or a B -licence holding licenced premises responsible manager´s needed work experience is confirmed to employer. The work experience is first confirmed to employer who, while updating/getting alcohol licences, sends a list of licenced premise`s responsible managers and substitutes and their qualification certificates to be checked at Valvira. The final decision is made by Valvira.
The alcohol proficiency test tests alcohol legislation and knowledge of drinks. The alcohol proficiency test is the same for responsible managers working in establishments with A, B and C -licences according to regulations of STTV.

In order to take the alcohol proficiency test one does not need to take part in training. However, doing so, it is a good way to be prepared for the test.

The price of the alcohol proficiency test and payment methods depends on the educational institute. The retest is a bit chepaer than the first alchol proficiency test. More details of the prices and payment methods can be found under the alcohol passport test of your choice.

The Instructor of the alcohol passport test can´t give original or copied alcohol proficiency tests to test participants or to other people (Valvira). If you want to inquire answers to your alcohol proficiency test, you can do this right after the alcohol proficiency test has ended or you can have an arranged meeting with the Instructor.
You can ask for a meeting from our customer service by sending email to email@example.com. We will arrange you a meeting with the Instructor as soon as possible.
Valvira does not keep a register of completed alcohol proficiency tests. If lost, you can ask for a copy of your alcohol passport from the educational institution that granted it.
The official alcohol passport will arrive within 2-4 weeks from the alcohol proficiency test day.
The alcohol passport is valid until further notice
There is no need to deliver certificates to license official again, when alcohol supervisor changes a work place but all the certificates or copy of them must be on the premises for the public official to see when asked. Regional State Administrative Agency operates commercial serving of alcohol official. Only when applied permission work as an commercial serving of alcohol official supervisor or fill-in you need to send all the requested documents to licensed official.
